The Kolkata telecom circle has a tele-density of 145.8% — comfortably more connections than people. Wireless subscribers stand at 44.9 million and broadband at 18.5 million, the latter having grown 262.7% since 2015 while fixed wireline connections dwindled to 0.33 million.
On the governance side, the picture is unusually strong: CPGRAMS, the central public grievance system, shows a 96% disposal rate for Kolkata, with average resolution time falling from 52 days in 2018 to 35 days.

Limitations worth knowing
Tele-density above 100% does not mean universal access — it counts SIMs, not people, and one person holding three connections registers identically to three people holding one each. It therefore says nothing about the digital divide, which runs sharply across income and ward lines in Kolkata and is invisible in this data. The TRAI “Kolkata Metro” circle is a licensing geography that does not coincide with the municipal boundary. CPGRAMS disposal rates measure cases closed, not complainants satisfied; a grievance marked disposed may have been rejected.
